Nigeria Plans Overhaul of Software Registration Rules for Gaming Sector After EGC2026

Nigeria’s rapidly expanding gaming sector is on the brink of a major regulatory shift. At the recent Enugu Gaming Conference 2026 (EGC2026), key government officials, regulators, and industry leaders gathered to address critical hurdles slowing down digital innovation across the nation. The standout highlight of the summit was an official commitment from the Federal Ministry of Innovation, Science and Technology to modernize technology acquisition rules for digital and software-delivered services.

Updating NOTAP Rules to Match Modern Digital Services

For years, technology companies operating within Nigeria’s gaming sector have navigated regulatory frameworks designed for older physical models. Existing registration guidelines enforced by the National Office for Technology Acquisition and Promotion (NOTAP) do not fit how cloud-hosted software and digital services are licensed today.

Recognizing this operational gap, Dr. Kingsley Tochukwu Udeh, SAN, confirmed that NOTAP will formally review its registration requirements. The review will be conducted in direct consultation with the Enugu State Government, the Enugu State Gaming Commission, and private sector representatives, with a full report expected before the end of the current quarter.

Addressing Taxation, Licensing, and Responsible iGaming Growth

Beyond software licensing, EGC2026 tackled pressing financial and operational challenges impacting operators and players alike. Delegates engaged in thorough discussions regarding Nigeria’s tax environment, raising concerns over ambiguities in how winnings tax is treated compared to jackpot tax under recent legislation.

In addition to tax clarity, the conference placed heavy emphasis on responsible gaming and player protection. Speakers noted that harm reduction must extend beyond online platforms to include land-based outlets, advocating for specialized training for agents to identify at-risk customers early.

Building Investor Confidence Through Regulatory Predictability

While Nigeria offers a massive consumer market, delegates at EGC2026 underscored that market size alone cannot guarantee sustained capital inflow. Foreign and domestic investors require long-term regulatory predictability and institutional maturity before deploying significant capital into local gaming software.

By updating outdated NOTAP guidelines, clarifying tax policies, and curbing unlicensed operators, Nigeria aims to establish a transparent ecosystem that fosters indigenous technology development and protects player interest across the continent.
